The meeting was called to order by Don Innes, President.

Old Business
Vicki Johnson reported on the Capital Case: The North American Research Group (NARG) is
presently in the capital case with a very nice display. They are due to take out their display in
November. Vicki said they have been having problems with some lights that were added by a donation
from Roxy Ann Gem Club. They have been burning out quickly & turn black, which makes her afraid
of a fire hazard. Don Innes said he would talk to his son about some led lighting to see if that would be
better. Vicki says the capital people are all interested in the case and especially when a new display
goes in. Vicki will be contacting each member club about November placement to see if we can
display different specimens from each club (she will tell us what she wants). We do need them to be
from OR and label the location found and rock or fossil name. We discussed that the capital case is a
good human interest story for TV & newspaper advertising for our rock hobby in OR.
Don Innes reported that the Web Site expires this year and will renew which is
www.oregoncouncilrmc.org.
New Business
OPEN LINE is the title for the bulletin. He talk about the new beach
rules of 1 gal. Beach rocks per day and 3 gal per year allowed. New River /bkm offices South of
Bandon has been hiring young hires with environmental degrees. He also said their has been Golden
Plovers nesting south of Bandon and the instructions are to walk only on the wet sand not the dry sand.
They also have been picking up fossils from the beach for teaching of children at the BLM office.
NARG Club was able to negotiate with state and federal people for 3 gal with a permit and also
cooperate with OMSI for any larger fossil dig needed.
Vice President John Burford reported OR Public Land Advisory that many of us are having
difficulties getting information from the BLM, Forest Service, Fish & Wildlife. Umpqua Club has not
been able to get on any planning committees, just mostly uncooperative in Roseberg. Shirley Leeson
from ALAA and NW Federation reminds us to put dates on all information sent and received. Be sure
and check the ALAA web Site. Troy reported that BLM evidently gave a permit to dig with motorized
equipment in McDermitt, OR at one of the wood areas. It has been recovered and no holes left in that
area.
Janice VanCura reported that the organizers of the Prineville PowWow worked with Geologist
Carrie (?) of Prineville BLM or Forest Service on planning areas for rock hunt field trips during the
show. The geologist also told them about a stewardship program instead of claims. We have to find
out about that program. Not sure how it works, maybe we can Google the BLM and stewardship
programs on federal lands.
It was also reported the Sunstone Area Miners have been having problems with BLM
requirments on certain mining safety issues and closed their mining down for a while. Someone
mentioned the question that maybe they want to close the whole area down for a larger refuge area. We
sure hope not as the sunstones are important as the gem stone of the state, besides financial impact to
the state. We discussed the difficulty of finding rock hobbyist to volunteer for planning committees even
if we can find them receptive to us. The Prineville Area is more supportive to our hobby definitely.
Janice announced that there is a new rock club formation in the Bend, Redmond, Prineville and
Madrus area called Central Oregon Rock Collectors. The President is Jerry
Brown. Their meetings are held on the 3rd Wed. of each month April
through Novermber.
