Council Meeting Minutes
April 17, 2010 -- Rickreal, Oregon

The spring meeting was held in Rickreal, on April 25 at l pm. The meeting was called to order by President, John Burford. Eleven council members and guests attended: John & Brenda Burford, from Sweet Home Club, Don & Ellnora Young from the Umpqua Gem & Mineral Club, Bea & Forest Settle, and Jim Helman from the Clackamette Mineral & Gem Club, Troy & Lenora Smith from Mt. Hood Club, Dan Zaiss from Eugene Mineral Club, Susan Peters from the North Lincoln Agate Society, and Ted & Vickie Johnson of Willamette Agate & Mineral Society in Salem.

Treasurer's Report

Treasurer report by Brenda Burford: The council had a staring balance of $2387.62, paid bills for $402.56, and received $351.00 in membership dues, for a current balance of $2336.07.

Old Business

• There was some discussion about the rules regarding the new Marine Reserve & Marine Protected Area land use designations. Dan has uploaded an article that he wrote for the Eugene club's newsletter; see the Marine Reserve & Marine Protected Areas webpage.

  The Council determined additonal actions were required:

  • The original Marine Reserve & Marine Protected Area proposal listed additional areas that were being considered as potential reserves and protected areas. Has there been any additional developments regarding the status of these new areas?
  • Which government agency - or person - can be contacted for additional information?
  • Do the mineral collection rules that are applicable to the Marine Reserve & Marine Protected areas also apply to the state parks?
• Dan reported the Council is now affiliated with the American Land Access Association (ALAA), an organization established by the AFMS to more effectively respond to the political challenges of increasing regulation and decreasing access to public lands that State and Federal Land Management agencies were imposing on amateur fossil and mineral collectors. • Don young also reported that the Hemlock collecting site (in Umpqua County) may not be officially reopened but people have been out there collecting.

New Business

• Dan was instructed to contact Beth Heesacker and ask her to expand the distribution of the newsletter/meeting announcements to include the addresses for all Oregon clubs (regardless of their affiliation with the Council), all Council representatives (as designated on the club's membership renewal form), and all Council members. The additional cost for producing and mailing copies to the recipients on this expanded list was deemed an appropriate expense and necessary to promote the Council's work.
• Dan brought up an issue regarding tax reporting for NFP organizations. He said that this is required and would forward information to Brend Burford, the Council's Treasuruer.
• There was some discussion about the cost of Council membership. with an unassigned action item to review the bylaws regarding membership dues.
