Council Meeting Minutes
September 30, 2006 -- Portland, Oregon

The fall meeting of the Oregon Council of Rock and Mineral clubs was held on September 30, 2006, at the Portland Expo Center. This meeting coincided with the Portland Regional Show.

Meeting was called to order at 1:00 p.m. by President John Burford. Eleven Council members attended.

Treasurer's Report

Treasurers report given by Beth and approved as read.

Beth also reported that the By Laws and Operating Procedures are on CD-ROM and will be on the website.

A motion was made and approved to keep the reference to Robert Rules of Order as the authority for conducting OCRMC meetings. John mentioned that he does not know the rules very well and would appreciate any help in following the rules.

Hemlock Lake Closure

John discussed the Hemlock Lake closure (Roseburg Area). He has talked to the Forest Service District Ranger for the area, Carol Cushing, and also Darrel, Barner and Jerry). After talking with Darrel about the closed area, John received a letter from the Forest Service, which he read to the council.

The justification for closing the site was that archaeological artifacts had been found in the area. It was, therefore, closed for evaluation as a potential archaeological site. When the area is classified as archaeological site (or a potential archaeological site), its closure is not required to have public input or approval.

A lengthy discussion ensued. It was determined that arguing with the Forest Service would be fruitless and it would be more productive to cooperate.

Considering that the Forest Service has limited manpower and cannot adequately police the area, the OCRMC proposed to ask regional clubs to act as stewards and maintain the site -- possibly during a field trip. Dan Zaiss will work with John Burford to get this started.

Roy thanked Dan for the Webb site. Discussion followed about the pages of the Webb site.

Oregon Council Trophy

Trophy for 2006 was awarded to Bill Mitzel of the Mt. Hood Club.

Oregon Council Trophy judges (Dan, Bea and Troy) had problems with rules of All Oregon Material which needs to be made clearer to the displayer. Also rules do not include that Dealers are not allowed to enter. Dan, Bea, and Troy volunteered to update rules for judging the Oregon Council competition.

Capitol Showcase

The Umqua Club was scheduled to put a display into the case but Dan Groah could not attend and the transition date was not known.

Next Council Meeting

The Spring meeting of the OCRMC is schedule to coincide with the Sweethome show. The meeting will convened on March 31, 2007 at 1:00 p.m.
