Council Meeting Minutes
July 4, 2009 -- Madras, Oregon

The summer meeting was called to order by Paul Heesacker, President. We had 15 members present. They were John and Brenda Buford of Sweet Home Club, Don Innes of Far West Lapidary and Gem Club Coos Bay, Vicki Johnson of Willamette Agate & Mineral Soc. Salem, Clyde Wilson of Rogue Gem & Geology Club Grants Pass, Dan Zaiss of Eugene Mineral club , Dick Parks and Patty Amos of Columbia Gorge Rockhounds in Corbett, Troy and Lenora Smith, and Lamar Tilgner of Mt Hood Rock Club in Gresham, Forrest and Bea Settle of Clackamette Mineral & Gem Club in Oregon City, Paul and Beth Heesacker previously of Tualitin Gem club in Hillsboro.

Old Business:

Roseberg Hemlock Forest Service still has a sign up at the agate collecting area. Some of the Umpqua Club members have been collecting and haven't had any problems with the Forest Service. Vicki Johnson will check with the Umpqua Club and the Forest Service if necessary to get the sign removed.

The Oregon Marine Preserve Bill HB-3013 doesn't appear to impact collecting on our Oregon Beaches, see the Oregon Coastal Caucus website for more information.

Beth Heesacker brought the Resolution up for discussion. Lamar Tilgner presented some problems from within clubs, such as attitudes of many members wanting what they can get from the club and not what they can do for the club and the hobby. John stated that his club Sweet Home had 50 members with about 6 to 25 attending until some of the members started teaching skills, meeting auctions, drawings and etc., now they have +100 active members. Clyde Wilson from Grants Pass stated his club is growing with their own shop, teaching, and their own club house. The consensus was we need active clubs with teaching, participation and energy. The vote to disband the OCRM was denied by majority of members present.

New officers for the council are John Burford, President; Lenora Smith, Vice-President; Dan Zaiss , Secretary; Treasurer, Brenda Burford; Vicki Johnson, Case Director; Directors: Troy Smith, Ted Johnson (and ??(Need total of 3). No other nominations from the floor, the slate of officers were approved. (note: Marion Andrus long time council secretary requested replacement due to health reasons. Dan Zaiss volunteered to replace her. Marion will be missed for her knowledge in the council!!)

Paul and Beth Heesacker asked the new officers to continue the meeting. (Thanks for their service and leadership)

New Business:

John Burford gave a report from ALAA regarding their work and ours in communicating with the Legislators, and Public Land and Forest Supervisors concerning the use and access by mineral and rock hobbyists. The ALAA would like for the Council to join them as a group member for $50 a year. General discussion followed but no vote taken. John feels we can help all member clubs by writing better directions for each delegate as to what can be achieved in their local areas to keep our hobby able to collect on public and private lands, continue interest in the study, collecting, preservation, and display of Minerals, geology, Paleontology, Lapidary, to coordinate with other Clubs (State, Regional, and National). John agreed to come back with some directions.

Vicki Johnson gave a report on the Capital Case. WAMS is in the display case for 6 months and Mt Hood Club will be in middle of November. Vicki will talk to Bea Settle about the Clackamette Club doing the capital case in May 2010. She also reported that the glass is scratched, but doesn't show very much when the specimens are on display. She states the replacement will probably be expensive, since it has to be a strong strength. She will report on the glass requirement and proposed cost next meeting.

Paul reported that the Hermiston Club would probably rejoin if contacted. Discussion was to contact other clubs who are not members at present.

Several suggestions of changes were recommended:

We discussed the Trophy and where the next meeting (fall) will be held. Lamar reminded us that the Portland Regional Show is expecting the OCRM Trophy in its show this year. The show will be at Washington County Fairgrounds September 18, 19, and 20. Discussion followed and the decision was to stay with the Portland Regional this year. Then decide at the next meeting September 19 if the council would like to travel to a different fall show for the trophy presentation next year. So our next meeting will be at Portland Regional Show at Washington County Fair Complex in Hillsboro at 1:00 pm.
